This building no longer exists! You need to go to the new CEBAF complex on the main road by taxi or moto. The weird thing about this border crossing is that, to be in the correct building, you must CROSS THE BORDER FIRST before getting your passport stamped. So, if leaving Peru, go directly to the CEBAF building in Ecuador to be stamped OUT of Peru and IN to Ecuador in the same room! The new building in Peru is for ENTERING Peru, not leaving. You get stamped out of Ecuador and into Peru in the same room, the 2 desks are opposite each other. It is true that this is a fairly new system and local people have no idea about it. My moto driver took me here for LEAVING Peru and, of course, I hunted around for ages for the right desk in the right building before eventually getting a taxi 3km across the border to the correct place in Ecuador! Buses do not go to the new immigration building in Peru . You will need a moto or taxi to get there and get back again to the route off to Tumbes... Good luck, I hope this helps!
